Noticed this in Sib 8.6 and it continues into 2018.1 Start repeat barlines collide with notes in a previous bar if they occur in the middle of a staff. It happens with beamed notes (not flagged) in durations shorter than a quaver.
When a bar is deleted that is followed by a new key signature and/or a special barline (double, dotted, etc.), the key signature is deleted and the barline reverts to a normal one. When entering notes I sometimes need to convert grace-notes afterwards. Otherwise somehow it stops my workflow. This is one thing I enjoyed to have in Finale.
When one inserts a bar (into a passage where notes are already entered) just before a keysignature sibelius acts a bit weird.
The space before and after the repeat bars should be corrected.
Still in version 7, a repeat bar is added without moving notes and rests that are around... This is not aesthetic.
